We had some problems while on holiday in Germany, trying to figure out what the following might mean.... I go with "It is forbidden to wear shoes on these grounds" for the one on the left; and "It is forbidden to fall" for the one on the right... up to you!

I think, sadly, the right-hand one is as simple as 'no pedestrians', It's a pity but I suspect the standard German sign does make it look like everyone spends most of their time just about to fall over. Ask me after next week - I'm travelling to France and Germany again... I'll look out for the signs.
